Abstract
Currently, research activities in Indonesia are very important and urgent. The momentum of the Covid-29 pandemic also has an impact on increasing researdh activities around the world, including Indonesia. Another condition is that Indonesia has entered the era of industrial revolution 4.0 through the integration of integration of internet use in production lines and processes and emphasizes digital economy patterns, artificial intelligence, big data, robotic and soon.
This activity aimed to build an information system (knowledge hub) for research, studies, and other scientific forms that have not only been completed and published but are also planned or in the implementation stage. The activity of Indonesia's information system COVID-19 knowledge hub is carried out based on the collaboration between the Ministry of Health cq. The NIHRD Scientific Commission, the Center for Research and Development of Health Resources and Services as stated in the WHO Biennium 2020-2021 joint work plan document. The sample used in this activity comes from data of research topics, studies, articles, and other sources of information related to pandemics COVID-19 in Indonesia inclusion and exclusion criteria. This activity will create a web-based information system and provide information on clustering and trends in research topics, studies, articles, and other sources of information related to COVID-19 in Indonesia.
By the May 10, 2021, a total of 63 research and study topics has been collected, 9 published articles, and 1 policy recommendation document regarding COVID-19. The results of the analysis show that there are 52 themes/topics of research and study of COVID-19 that correlate directly with the response to COVID-19 in Indonesia, while 12 themes/topics are not directly correlated. The further analysis revealed that the data on research and study activities for COVID-19 in NIHRD was related to the COVID-19 aspects of the strategic preparedness and response plan (SPRP); major pillars of COVID-19 preparedness and response that have been established by WHO. Majorly discussing risk communication and community engagement (RCCE), maintaining essential health services and systems, and laboratory and diagnostic related. In the other hands, analysis of the article publication (journal) data showed that the main topic is about RCCE.
Regarding the progress report of the website information system and dashboard development for the Indonesia COVID-19 Knowledge Hub - which is the core activity - and several output targets that supposed to be done until November 2021 is still on hold. This is due to several unforeseen circumstances that we faced as the main reasons for the process of developing this website information system not being implemented at the moment, including the IT resource person who was working on the website repository development resigned, the increasing of workload for NIHRD staffs due to the pandemic, and limitation of current direct financial cooperation (DFC) agreement, where the available funds cannot be used to defray the website development services repository according to the mechanism of this agreement, so we face the challenge of continuing the project and all deliverables. Then, we envisage a need to discuss the possibility of re-identifying a new IT vendor with experience in developing bibliographic databases and management. Therefore, through these submitting report, we would like to seek WHO’s support in closing the current DFC agreement with partial implementation.
Also, in connection with the issuance of Presidential Decree (Perpres) Number 18 of 2021 concerning the Ministry of Health, Presidential Decree Number 78 of 2021 concerning the National Research and Innovation Agency (BRIN) and Head of BRIN decree No. 1 of 2021 will also have an impact on the rearrangement of the organizational structure, staffing, research infrastructure, including data collection and ownership NIHRD (Badan Litbangkes) both existing and in future. Based on this deliberation, it will likely have an impact on the future sustainability, ownership, and leadership of Indonesia's COVID-19 Knowledge Hub and cooperation agreements. Therefore, as a team of Indonesia's COVID-19 Knowledge Hub, we propose input, advice and further technical support from the NIHRD Secretariat and the Scientific Commission NIHRD, also from WHO Indonesia (as the funder) through subsequent discussions.
